The planning principle is one of the main principles of the implementation of the implementation process for the period 2007-2013. All evaluation related activities at all levels of implementation of the National Development Plan and the National Strategic Reference Framework have been included in evaluation plans.
Evaluation plans are prepared by the National Evaluation Unit (at the NDP and NSRF level), the ROP Coordination Body (horizontal issues within the scope of ROP), the OP Management Authorities (at programme level) and by lower level institutions in the case of delegation of competencies concerned with evaluation to lower implementation levels.

The purpose of Strategic Evaluation Plans is to indicate the method of organisation of the evaluation process at the given level of implementation, the main directions of evaluation and the actions concerned with capacity building undertaken by the National Evaluation Unit, the Management Authorities and the ROP Coordination Bodies in the period 2007-2013.

The purpose of Periodical Evaluation Plans is to indicate the evaluations planned to be carried out in the course of the forthcoming year at NSRF level and at all the implementation levels of the given operational programme, together with a brief description, the timing of their execution and the estimate cost of the review.
