One of the tools serving to inform public opinion about the effects of the use made of EU funds in Poland consists of the Evaluation Studies Database within the framework of the National Development Plan (NDP) for the years 2004-2006 and the National Cohesion Strategy (NCS) for the years 2007-2013. We invite you to make use of it.
Evaluation gradually becomes a key instrument of analysis and assessment of the relevance of the orientation of interventions co-financed from funds provided by the European Union, and also of the effectiveness and efficiency of measures undertaken in this area. Its purpose is to formulate useful recommendations for the efficient application of public funds.
The Evaluation Studies Database pertaining to the National Development Plan (NDP) for the years 2004-2006 and the National Cohesion Strategy (NCS) for the years 2007-2013 gathers and systematically organises all ex-ante and ongoing evaluation studies in the following subject areas: the impact of NDP and NCS with regards to social and economic development, development and modernisation of infrastructure, innovativeness of the economy, human resources development, regional and local development, development of public administration capacity and the implementation of good governance principles.
The Database was developed after a review conducted at the request of the National Evaluation Unit (NEU) (located at the Structural Policy Coordination Department, Ministry of Regional Development) and based on information transmitted to NEU by other departments of the Ministry and by institutions involved in the implementation of NDP for the years 2004-2006 and NCS for 2007-2013.
The Database in electronic form (.xls) comprises, apart from research titles, links to reports, and also enables to filter the studies according to data types placed in different columns.
We encourage you to share with us your comments and remarks concerning the information provided in the Database and the form of their presentation. We welcome them at the following address: ewaluacja@mrr.gov.pl. Your suggestions will help us in editing the Database so as to meet your interests and needs. We wish to inform you that the present Database will be systematically updated and developed by the addition of new documents.

Reports concerning evaluation studies
The reports were grouped according to strategic thematic areas. These subject areas stem from the National Strategic Reference Framework (NSRF) Evaluation Plan, but the classification of studies under any given area in the case of multi-disciplinary research may be difficult. Such classification is done according to the prevailing research context.
- Regional and territorial developmante
The evaluated object in this area consists of the territorial dimension of implementation of the National Development Plan and the National Strategic Reference Framework.
Within the scope indicated above the purpose of evaluation consists of the impact assessment of NDP and NSRF with regards to regional and spatial development of the country, as well as the increase of regional, spatial and social development of the country.

Public administration capacity building and good governance implementation
The scope of evaluation concerning the impact of NDP and NSRF upon public administration capacity building and good governance implementation consists of the system of institutions in charge of public administration and its capacity to implement public policy tasks effectively and efficiently.
Policy implementation processes are assessed on a current basis, with particular focus on the quality of coordination and cooperation between the institutions involved and their ability to programme, implement, monitor and evaluate development projects.

Human resources development
The purpose of evaluation with regards to human resources development consists of assessment of the impact of the National Development Plan and the National Strategic Reference Framework upon the improvement of the quality of human capital.
The respective studies look at the impact of NDP and NSRF exerted upon the enhancement of the level of education in society and the improvement of the quality of teaching, reduction of unemployment, enhancement of employment and promotion of business enterprise.

NCS impact upon social and economic development
The goal of evaluation measures in this area is to provide a comprehensive impact assessment of the National Development Plan and the National Strategic Reference Framework upon the Polish economy through the analysis of their impact upon boosting economic growth, increasing employment, as well as social, economic and territorial cohesion.
One of the instruments of the above mentioned evaluation studies consists of the macroeconomic assessment of NSRF implementation done by means of econometric modelling.

SEA - strategic environmental impact assessment
Strategic environmental impact assessment. It is regarded as a class of evaluation studies of a special kind, assessing the potential impact of the implementation of programmes, projects or measures upon the natural environment.

Innovativeness of the economy
With regards to issues concerning innovativeness, the evaluation covers the effectiveness, efficiency, relevance, utility and sustainability of the implementation instruments and their effects within the scope of NDP and NSRF, contributing to the development of innovativeness of companies and of the economy as a whole.
Studies focus on economic and financial instruments available to companies and instruments serving the development of the institutional environment for business activity favouring the enhancement of competitiveness and innovativeness of the enterprises and of the economy as a whole.
Significant aspects on which the evaluation reviews are focused consist of issues related with research and development (R&D) processes and with the development of information society, as well as their role in the enhancement of competitiveness and innovativeness of the economy.

Infrastructure development and modernisation
Evaluation covers the impact of the development and modernisation of technical and social infrastructure, within the NDP and NSRF framework, upon social and economic development of Poland, including, in particular, the impact upon the enhancement of investment attractiveness of the country.
Evaluation studies in the area of infrastructure focus on issues concerning the assessment of interventions with regards to transport, environmental, information technology, social and energy supply infrastructure. Within this scope also the environmental impact of interventions co-financed from EU structural funds is assessed.
