Tomasz Kupiec is practicing evaluation since 2007 when he was appointed to set up and manage the evaluation unit of Regional Operational Programme in Silesian voivodship. Since 2010 he is working as independent expert, mainly dealing with operational programmes of cohesion policy in Poland. Recently heespecially focuses on projects dedicated to developing capacity for public administration evaluation. Since he finished his PhD in Koźminski Univeristy, he is specialist in utility and use of evaluation within strategic management processes. He is lecturer of Warsaw School of Economics and University of Warsaw. He is author of numerous publications dedicated to determinants of evaluation use and culture. With Karol Olejniczak he has been developing the knowledge brokers strategy for evaluation units.
